Twice this week AlertsUSA subscribers were notified via text messages to their mobile devices regarding a 2nd confirmed case the deadly Middle East Respiratory Syndrome Coronavirus (MERS CoV) here in the U.S.. This week's case also involved an individual who traveled from Saudi Arabia through via flights through London, Boston, Atlanta and into Orlando. CDC’s Div. of Global Migration and Quarantine is working with Pan-American Health Org. (PAHO), Public Health England, Public Health Agency of Canada, and U.S. state and local public health authorities to contact and interview all travelers that may possibly have been exposed to the Florida patient between when he left Saudi Arabia and was ultimately diagnosed and quarantined here in the U.S..
As of May 12, 536 laboratory-confirmed cases of MERS-CoV infection across 18 countries have been reported by the WHO, of which 145 have died. All reported cases have been directly or indirectly linked through travel or residence to seven countries: Saudi Arabia, UAE, Qatar, Oman, Jordan, Kuwait, and Yemen.
As previously reported by AlertsUSA and Threat Journal on multiple occasions since the virus was first identified in the Spring of 2012 (see this and this), public health and epidemiology professionals tend to cringe each year when the annual Hajj pilgrimage to Mecca rolls around, planned this year for the first week in October. It goes without saying that when millions of international travelers from all points on the globe converge in one city for a physically active, horrendously overcrowded, hot and humid gathering involving communal shaving, touching common surfaces and staying in tightly packed quarters, one is considered lucky to leave without having contracted some respiratory or digestive bug, if not worse. Even a cursory search of the Internet shows that cholera, pneumonia, meningitis, all forms of hepatitis , measles, mumps, typhoid, dysentery and a host of other communicable diseases run rampant during the Hajj. Then the Pilgrims, just a quickly, return to their countries of origin.

While this year it is widely reported that camels appear to be the primary hosts for the virus, listeners may recall that in 2012 and 2013, health authorities were reporting that genomic analysis suggested that the coronavirus circulated among bats before jumping to humans.
CDC WARNING TO CLINICIANS
In the May 14th edition of the Morbidity and Mortality Weekly Report, the CDC cautioned clinicians and other healthcare professionals of the need to consider MERS-CoV infection in persons who have fever and pneumonia or acute respiratory distress syndrome and either a history of travel from countries in or near the Arabian Peninsula within 14 days OR close contact with a symptomatic traveler who themselves have traveled to the region within 14 days. Additionally, the CDC points out that individuals who have recently traveled may seek medical care far from cities that are served by international flight connections. Therefore, all health care professionals should be cautious and " prepared to consider, detect and manage cases of MERS."
On Wednesday the World Health organization reported that while concern about the virus had "significantly increased," the disease was not yet a global health emergency. Late this week Saudi health authorities reported 20 new cases as well as 10 more deaths.
Despite the WHO statement, 22 international airports across the U.S. this week began prominently displaying health advisory posters from the CDC warning of the MERS virus. In addition to educating travelers about the symptoms of MERS, the posters warn those who travel to the Arabian Peninsula (including Bahrain, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Palestinian territories, Oman, Saudi Arabia, Syria, the United Arab Emirates, and Yemen) to wash their hands often, avoid touching their face, and to avoid close contact with sick individuals.

PERSONAL RISK MITIGATION
In public health emergencies, officials will ALWAYS downplay a threat so as to minimize panic. Thus, while it is important to follow what officials SAY, it is equally important to watch what the professionals actually DO.
If the CDC is hanging MERS warning posters in airports and issuing guidance to healthcare professionals on identifying, isolating, caring for infected individuals and protecting staff (see this and this), these are clues that perhaps you should be taking some steps on your own to protect yourself and family. In the event that the MERS coronavirus infections become more widespread, the following items will disappear from availability overnight:
Medical Grade Skin Cleanser
In principle, it is the current understanding that the MERS-CoV can be transmitted by three routes: aerosols, large droplets, and direct contact with infected surfaces and secretions. One of the best risk mitigation steps you can take is to acquire a medical grade skin and surface cleanser. One of the gold standards in hospitals and other clinical settings is Chlorhexidine Gluconate, which is sold under the product name HIBICLENS. The product is intended for use as a surgical scrub and personnel hand wash, a patient pre-operative skin preparation and a skin wound cleanser. The antimicrobial cleaner bonds to the skin to create a persistent antimicrobial effect and protective germ-killing field against a wide range of microorganisms.
Particulate Masks / Respirators
An ESSENTIAL risk countermeasure for reducing the spread of MERS-CoV, not only for caregivers but also for the sick, is to acquire a supply of N95 particulate masks. The N95 respirator filters at least 95% of airborne particles, is in wide use within hospitals and will be impossible to find during a any major disease major outbreak or pandemic. These are (currently) inexpensive and a critical element for one's preparedness supplies.

On Tues of this week AlertsUSA subscribers were notified via text messages to their mobile devices regarding Russia's response to the latest round of economic sanctions.
According to Russian Deputy Prime Minister Dmitry Rogozin who is himself a target of U.S. sanctions, Russia will ban the U.S. from using Russian-made MK-33 and RD-180 rocket engines for launching defense satellites. The engines are used to power Atlas V rockets lofted by United Launch Alliance LLC, a joint venture between Lockheed Martin Corp. and Boeing which is currently the sole supplier of rocket launches for the Pentagon. A day after Russia's threat, Pentagon spokesman Col. Steve Warren revealed that United Launch Alliance has a two-year supply of the engines already in hand.
Rogozin also told reporters that Russia will not be extending its role in the Int'l Space Station beyond 2020, thus indirectly threatening the taxi service for U.S. astronauts. He also stated that Moscow would switch off 11 U.S. Global Positioning System satellite ground stations in Russia on June 1 unless the U.S. allows placement of similar stations in the U.S. for Russia’s competing Glonass system. It is reported that the loss of the GPS stations across Russia would result in a decrease in system accuracy in the region.
[ It is interesting to note that on Thursday, two days after Rogozin's threats, a Russian rocket failed 9 min into it's flight while attempting to loft an advanced communications satellite into orbit. The unmanned Russian Proton-M rocket was launched from the Baikonur Cosmodrome in Kazakhstan. A Stuxnet coincidence perhaps? ]
Late this week the Kremlin announced it would be holding a large military drill involving dozens of fixed wing fighter aircraft and attack helicopters within the three military regions directly on the border of Ukraine in the days leading up to and on the day of Ukraine's national elections (May 25th).
The announcement was followed by yet another threat from Secretary of State John Kerry who warned, "If Russia or its proxies disrupt the elections or stand in the way of the Ukrainian people being able to exercise their vote, that is when and if there would be additional sanctions."
On Friday NATO kicked off a major military exercise in Estonia involving 6000 troops from nine countries. Known as "Steadfast Javelin 1" the exercise is based on a fictitious scenario and involves allied forces repelling an attack on Estonia. Participating units include an extensive array of air and ground forces.
LATE ADDITION - Nuclear Power Plant Attacked
Reports are emerging regarding some type of attack on one of Ukraine's nuclear power facilities (see this and this). Given the experience of the country with the Chernobyl disaster, one can logically assume that authorities would intentionally downplay / distort / alter / or otherwise intentionally misrepresent the details so as to prevent panic. We remind readers that just one week ago, Threat Journal reported that NATO had deployed security advisers to Ukraine to specifically address security issues at the country's nuclear power facilities.

For days following April 8, hundreds of well-armed Bureau of Land Management (BLM), and even hundreds more partially-armed Bundy supporters stood toe-to-toe. Any spark could have caused another Waco. Finally, the BLM backed off, allegedly for safety reasons. Don’t believe it. There is a much bigger story here and the media is wrong on most counts.

Most Americans have no idea that over 50 percent of the Western U.S. is owned or controlled by the federal or state governments. This creates a feudal relationship between an all-powerful government and the local landowners who must use the adjacent federal land to make a living. As with the feudal governments in Europe during the middle-ages, the land is managed for the benefit of the government, not the landowner, using a dangerous ideology called sustainable development. MOST AMERICAN’S WHO LIVE EAST OF THE ROCKY MOUNTAINS, or those who live in large urban/suburban areas in the West, are surprised to learn that the federal government owns or controls over 30 percent of the land area in the United States. Most of that land is in the Western States where over 50 percent of the state is federal “public land.” Rural residents that make their living from federal lands are finding that Washington is enacting regulations that seem more intent on bankrupting them than helping them. An uninformedpopula¬tion in the East is complicit by default.

The closest form of governmentwhere the federal government dominatesthe lives of those people using federal land is feudalism/manorialism.[1] This is a form of government whereby an all-powerful land owner, usually royalty, rents his land with restrictions and with the condition of receiving a portion of the crops or other services from the renter. Today the federal government replaces the king as the landlord. This new king serves Washington special inter¬ests, usu¬ally environ¬mentalist and inter¬national dictates, which are con¬trary to the interests of the local rancher or land user. Too often they are also contrary to actual environ¬mental health.


To understand what has happened and is happening with the Bundy Ranch it is mandatory to understand the history of American expansion westward. It may be boring for some, but unless the history is understood, numerous false assumptions and conclusions will be made. The media and bloggers have done far more harm than good in their analyses.

As with almost everything else that has been twisted from original intent, the Founders never intended there should be large federal landownership. When they wrote the U.S. Constitution, feudalism and manorialism still existed in France. Our Founders were eye-witnesses to the brutal treatment of the peasants under such a system. In 1783 Thomas Jefferson even went so far as to insist that all federal land should be sold as quickly as possible and, “shall never after, in any case, revert to the United States.”

To ensure that the federal govern¬ment never amassed large land holdings, our Founders allow¬ed only three forms of federal land own¬ership and jurisdic¬tion in Article I Section 8 of the U.S. Constitution: "To establish Post Offices and post Roads;" "To exercise exclusive Legislation…, over such District [of Columbia](not to exceed ten Miles square);"… " and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State…for the Erec¬tion of Forts, Magazines, Arsenals, Dock Yards, and other needful buildings." With these constitutional constraints, how did the federal government wind up with more than 50 percent of the land in every state west of the Rocky Mountains? Why not the East as well? Most important, what does it have to do with the Bundy ranch?Everything.

Police Now “Armed For War” Against Returning Veterans

In an interview with Fox 59, a Morgan County, Indiana Police Sergeant admits that the increasing militarization of domestic police departments is partly to deal with returning veterans who are now seen as a homegrown terror threat.
In a chilling story entitled Armed for War: Pentagon surplus gives local police an edge, we learn how a Mine Resistant Vehicle (MRAP) which was once used during the occupation of Afghanistan will now be “patrolling the streets of central Indiana,” according to the report.

Sgt. Dan Downing of the Morgan County Sheriff’s Department states, “When I first started we really didn’t have the violence that we see today,” adding, “The weaponry is totally different now that it was in the beginning of my career, plus, you have a lot of people who are coming out of the military that have the ability and knowledge to build IEDs and to defeat law enforcement techniques.”

Downing goes on to relate how citizens approach the vehicle when it stops at gas stations to express their concerns that the militarization of police is about arming cops with the tools required for mass gun confiscation programs.

“We were actually approached when we’d stop to get fuel by people wanting to know why we needed this…what were we going to use it for? ‘Are you coming to take our guns away?’” said Downing. “To come and take away their firearms…that absolutely is not the reason why we go this vehicle. We got this vehicle because of the need and because of increased violence that we have been facing over the last few years….I’ll be the last person to come and take anybody’s guns.”

Indiana seems to be a major trial balloon for the militarization of law enforcement given that the Indiana National Guard has also just purchased two military UH-72 Lakota helicopters which will also be used by local police and the DHS for “homeland security missions”. Downing’s claim that armored tanks are necessary to deal with violent crime doesn’t jive with actual statistics which suggest that violent crime is in fact on the decrease.

Downing’s admission that the armored vehicles are partly about combating the threat posed by returning veterans correlates with similar rhetoric at the federal level.

An April 2009 DHS intelligence assessment listed returning vets as likely domestic terrorists. Just a month later, the New York Times reported on how Boy Scout Explorers were being trained by the DHS to kill “disgruntled Iraq war veterans” in terrorist drills.

The FBI has also repeatedly characterized returning veterans from Iraq and Afghanistan as a major domestic terrorist threat.

It seems to have been completely forgotten by police departments, the media and Americans in general that having military-style tanks patrol the streets is symbolic of a collapsing banana republic or an authoritarian Communist state.

Perhaps the main reason why police officers are being trained that veterans are a major threat is because returning vets are in a perfect position to recognize that America is beginning to resemble an occupied country like Afghanistan.

Such warnings have come from people like former Marine Corps Colonel Peter Martino, who was stationed in Fallujah and trained Iraqi soldiers. Martino went before a New Hampshire city council meeting last year to assert that the Department of Homeland Security is working with law enforcement to build a “domestic army,” because the federal government is afraid of its own citizens.

Indeed, the city’s Police Chief justified the necessity for the acquisition of an armored ‘Bearcat’ vehicle by citing the “threat” posed by libertarians, sovereign citizen adherents, and Occupy activists in the region.

Dept. of Agriculture Orders Ballistic Body Armor

A May 7th solicitation by the U.S. Department of Agriculture seeks "the commercial acquisition of ballistic vests, compliant with NIJ 0101.06 for Level IIIA Ballistic Resistance of body armor."

According to the solicitation, "The U.S. Department of Agriculture, Office of Inspector General," seeks "Body Armor [that] is gender specific, lightweight, [having] trauma plate/pad (hard or soft), [and] concealable carrier." The order includes "tactical vest, undergarment (white), identification patches, accessories (6 pouches), body armor carry bag, and professional measurements."
"All responsible and/or interested sources may submit their company name, point of contact, and telephone number." The solicitation says those sources received in a "timely" manner "shall be considered by the agency for contact."
On May 15th Breitbart News reported on a Dept. of Agriculture solicitation for "the commercial acquisition of submachine guns" with 30-round magazines.

Sanctions, Wars, and Assassinations

The American government likes to call itself “the leader of the free world.” Why anyone believes it is difficult to discern. The people are not obviously freer than people in most other nations. Ask any American what he is free to do that a citizen of The Netherlands cannot and listen for a meaningful reply. America has a large economy when measured by its GDP, but it is, after all, a huge country. Only Russia and Canada are larger but their populations are much smaller. And America is not especially well governed. While a minute number of its citizens are obscenely wealthy; many others barely eke out subsistence livings. The nation as a whole is fairly prosperous while a huge number of its people are impoverished. Its military might is huge; its victories meager. Henry Kissinger has said, “In my life, I have seen four wars begun with great enthusiasm and public support, all of which we did not know how to end and from three of which we withdrew unilaterally.” Wars are not won or lost anymore, they, like old soldiers, just fade away. Umair Haque, Director of Havas Media Labs and ranked as one of the world’s most influential management thinkers by Thinkers50 has written in the Harvard Business Review the following description of today’s America:
“The US is a rich country that’s beginning to resemble, for the average person, a poor one. Its infrastructure is crumbling. Its educational systems barely educate. Its healthcare is still nearly nonexistent. I can take a high-speed train across Europe in eight hours; I can barely get from DC to Boston in nine. Most troubling of all, it is poisoning its food and water supplies by continuing to pursue dirty energy, while the rest of the rich world is choosing renewable energy. The US has glaring deficits in all these public goods–education, healthcare, transport, energy, infrastructure–not to mention the other oft- unmentioned, but equally important ones: parks, community centers, social services.”
So while claiming to be the free world’s leader, while trying to teach the world how to rule, when it looks into itself, which it rarely does, it sees the consummate fool.
By persistently implementing policies that have proven to be ineffective, it has gotten this way. The War on Drugs, begun in 1971, has been so disastrous that numerous states have now legalized substances still banned by the federal government. The addiction to economic policies long discredited have brought down the world’s economy twice in seventy years. The refusal to do anything about gun ownership has turned America’s streets into battlefields. But as foolish as America is domestically, it is equally imbecilic in dealing with other nations. Take, for instance, the policy of using sanctions in attempts to induce others to change.
Applying sanctions is a form of economic warfare, and just like warfare both sides suffer casualties. Like its wars, these economic wars are seldom if ever won. Sanctions have been applied in at least twenty-five international “conflicts.” None on the Treasury Department’s list has obviously been successful in achieving the stated goal. Currently sanctions are being applied to seven countries: Cuba (1960), Iran (1979), Burma (1997), North Korea (1993), Ivory Coast (2006), Syria (2012), and Russia (2014). Now isn’t that a list of economic powerhouses? As of this writing, the United States, for good reason, has not achieved its goals by imposing these sanctions.
The practice of imposing sanctions on nations which act in ways the United States disapproves of is a policy designed by fools for nefarious purposes. It is a policy that attempts to subvert the sovereignty of other nations, and to my knowledge, it has never succeeded. America is a narcissistic nation that sees its own reflection wherever it looks. American hubris allows it to believe that the entire world works as America does. So because America’s political economy has since the nation’s beginning been corrupted by its mercantile classes which dictate the nation’s policies, Americans believe that the mercantile classes of other nations have the power to influence their nations’ actions. But it is not obvious that they do. In Cuba and North Korea, mercantile classes barely exist. In Iran, they function at the behest of the Ayatollah, In Burma and the Ivory Coast, corrupt ruling classes are in control. The relationship between mercantile classes to the governments of Syria and Russia is ambiguous at best. Sanctioning these nations might adversely affect their economic activities but are unlikely to have much effect on their governments.
For sanctions to have any change of bring about the desired results, certain conditions are necessary. Any sanctioned nation must have a large mercantile class powerful enough to influence its government. A government must care what its mercantile class wants done. Second, no nation with either small or huge international trade can be successfully sanctioned. It does no good for a government to tell its merchants that they can’t trade with another nation that they already don’t trade with. And telling merchants not to trade with another nation with whom they do substantial business might very well injure the sanctioning nation’s economy more than it injures the economy of the sanctioned nation. What’s left are those nations with middling international trade. Sanctions on such countries economies do do some damage but seldom enough to cause them to change. Such sanctions rarely if ever succeed. And what happens when they fail? Failures often lead to wars.
About one year after the US sanctioned Cuba, the US invaded Cuba with a CIA-sponsored paramilitary group. Eight CIA-supplied B-26 bombers attacked Cuban air fields. The next night, the invaders landed at the Bay of Pigs. They had been led to believe that the Cuban people would rise up and overthrow the Castro government. Instead they watched the Cuban army round up the invaders in just three days. The invasion was a major embarrassment for the US; in much of Latin America and the world, it was celebrated as evidence of the fallibility of US imperialism. But, despite the defeat, the United States had begun its sanctions-wars. Since then Americans have fought wars, often unannounced and unacknowledged, in numerous places after sanctions have failed: the Balkans, Iraq, Lebanon, Libya, Somalia, Sudan—another list of economic powerhouses. War backs up sanctions even when the wars also fail—an absolutely preposterous policy. Then the policy evolves into assassinations.
But perhaps sanctions, the wars that follow, and the assassinations are not meant to succeed, to cause any change. Some explanation for the absurdity must exist. Perhaps an explanation can be garnered from an examination of the American penal system.
Every society from time to time has citizens whose actions endanger others. Sometimes those people endanger the existence of the society itself. So in primitive societies, such people were merely expelled, banished, or exiled. In early America, banishment was used by the Puritans when they exiled Roger Williams who them founded Rhode Island and the First Baptist Church. Williams’ theology had endangered the religious unity of Puritan society. In many ways, exile is a far more humane way of treating nonconformists than the penal systems of today. But when finding places to exile people to became difficult, penal systems became prevalent. Then things became complicated. Instead of a way of merely removing dangerous people from society, people began to use prison as a form of punishment, which is what prisons have become today. When a victim says, “I want justice,” s/he wants the perpetrator to be punished. So perpetrators pay a price when imprisoned and society, too, pays a price when it pays the costs of the penal system. Both the perpetrators and the law abiding people pay a price. The system’s purpose in merely punishment regardless of its cost. It has no other function.
So, too, with sanctions and “we’ll get you for that” wars. Their purpose is mere punishment for defying America’s wishes and it matters not if the sanctions or the wars are successful. The punishment is inflicted regardless of the cost.
The sanctions against Cuba and the Bay of Pigs invasion never have had any result that favors America, but that doesn’t matter. The Cuban people have been punished for more than half a century for not rising up and overthrowing the Castro government in 1961. The Iraqi people have been punished for the actions of Saddam Hussein. And the Afghan people are likewise being punished for their government’s not having yielded Osama Bin Laden when America requested him to stand trial for planning the incidents of Nine/Eleven. And it doesn’t matter if the punishments have cost America dearly. The costs of punishment don’t count.
This policy is not uniquely American. The Western World is punishing the Palestinians for the Holocaust that Western European Christians inflicted on Europe’s Jews. Not only does the cost of punishment not matter, neither do the people being punished. America persists in implementing these failed policies because Americans count its failures as successes. Fundamentally, the operational principal is, Hell hath no fury like an America scorned!

Uh-Oh: What Federal Agency is Now Requesting Submachine Guns? By Greg Campbell

DHSAt a time when President Obama and his fellow Democrats continually voice their deep concern over the American populace having access to firearms, the federal government continues to arm themselves with an arsenal that ought to send shivers up the spine of any American who has educated themselves on the nature of government.
 In 2008, then-presidential candidate uttered words that should have destroyed his campaign then and there: Sen. Obama claimed that we needed a domestic security force (think Brownshirts). 
“We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.” 
The spinmasters of the liberal media went into overdrive trying to protect the anointed candidate; they postured as if Rush Limbaugh and other conservatives merely took his statement out of context- as if that was possible with his clear explanation of his vision.
 Why Sen. Obama was not thoroughly dismissed as a tyrant-in-waiting is a true testament to the power of the ideological media lapdogs.
It seems now-President Obama is accomplishing his goal. According to a document from the Federal Business Opportunity office, the Department of Agriculture has requested .40 S&W submachine guns with the so-called “high-capacity” magazines that remain so reviled by the lunatic left.
 The solicitation asks for “ambidextrous safety, semiautomatic or 2 round [bursts] trigger group, Tritium night sights front and rear, rails for attachment of flashlight (front under fore group) and scope (top rear), stock collapsible or folding,” and a “30 rd. capacity” magazine.
Sounds nice.
 In April, TPNN reported on the massive amount of firepower being afforded to regulatory federal agencies: 
Just days ago, the U.S. Postal Service announced that they are looking for distributors to sell them assorted small arms ammunition. Last year, the Social Security Administration purchased 174,000 rounds of .357 jacketed hollow-point bullets. The Department of Agriculture requested 320,000 rounds and recently, the Department of Homeland Security requested 450 million rounds and the FBI requested 100 million rounds.
Even the National Oceanic and Atmospheric Administration got in on the action and requested 46,000 rounds. Why a weather service needs ammunition remains unclear.
Whether intentional or not, the byproduct of these ammo purchases means less ammunition on the shelves of stores, less ammunition in the hands of civilians and higher costs for those lucky enough to find ammunition.
Republican Rep. Jason Chaffetz , recently noted that the DHS is purchasing enough ammunition to allow for each person to use roughly 1,000 more rounds of ammo per person than the U.S. Army. “It is entirely … inexplicable why the Department of Homeland Security needs so much ammunition,” said Chaffetz. 
While it is not inherently sinister to arm law enforcement agents, when piecing together the various bits of information, it seems clear that President Obama has slowly assembled a loose confederation of paramilitary forces.
We have weathermen well-armed, the Post Office strapped and the Department of Agriculture requesting submachine guns in order to… well, do what, exactly?
 When we combine these sobering facts with the president’s earlier stated desire to assemble a domestic security force, it is startling to say the least. When we similarly consider that this is happening at a time when the President crusades for civilian disarmament and regulatory agencies like the BLM are militantly overstepping their bounds, what remains is an obvious, toxic brew of federal militancy and a looming threat of tyranny.
